    All cross references, state law references and other editorial notes are intended for the convenience of the user of this Code and no such reference or note is a substantive part of this Code, nor are they to be construed as legal judgments or interpretation of the law.

    (c)

    All references to ordinances appearing in parenthetical form following sections of this Code are not substantive parts of this Code.
